<upd_detl>I just saw ひょうひょうに being used on a Netflix show. In the sentence 「この人いつもひょうひょうにしているように見えたけど...」。I think it's referring to this entry. So probably not [obsc]. Also, 漂々 gets nearly 1k ngrams.</upd_detl>

<upd_detl>That's a different ひょうひょう. See 飄々 (sense 4).
It does appear that 漂々 is occasionally used with the same meaning but it's not supported by the refs. Considering the difference in n-gram counts, I think obsc is correct here.</upd_detl>
