<upd_detl>Should this have an alternate meaning like "must not" or "cannot afford to"... I've run across the phrase a few times, and when I've looked it up here, the "impossible to do (although wants to)" meaning doesn't really fit.  A couple examples from the ref link:

我々は彼らの要求に屈するわけにはいかない。 We must not give way to their demands. 

君は自分の健康を度外視するわけにはいかない。 You can't afford to neglect your health.</upd_detl>
