<upd_detl>We have prt because the kokugos classify it as a 接続助詞 (conjunctive particle). I checked a few other 接続助詞 entries (ば、から、けれど、ながら, とも) and prt is on all of them (often as the only PoS).
Unlike regular conjunctives (接続詞), conjunctive particles are always attached to the previous word or clause (i.e. they can't start a sentence or clause).
Whether or not "[prt,conj]" is the best way to indicate this (if we want to maintain the distinction at all) is probably a topic for the mailing list. But for now, prt is fine.</upd_detl>
