<upd_detl>It depends on inflection. If 宣う and 曰う are v4h too then they should be here, but if they are v5u they need their own entry.
From what I can see the kokugos are treating them as equivalents. The electronic editions of 広辞苑 and 大辞林 just map 宣う to the 宣ふ entry.
I'd be interested in Rene's view on this.</upd_detl>
