<upd_detl>I notice there's another とのこと pattern: "よろしくとのこと". It's in 3 Tanaka sentences:
夫からもくれぐれもよろしくとのことです。 My husband sends his best regards to you.
彼女からよろしくとのことです。 She sent you her best wishes.
兄があなたによろしくとのことです。 My brother sends you his regards.
It's also in Eijiro:
主語からも人によろしくとのこと join in sending very best regards to
The pattern is very common ~4M hits plus 2.3M for よろしくとの事.
I suspect it means that とのこと also carries a sense of "I'm passing on a message".</upd_detl>
