<upd_detl>Both Britannica and wiki describe it as a zither.
Believed to be a native Japanese instrument (not imported from China).
I think Royall Tyler uses "wagon" in his translation of Genji Monogatari.</upd_detl>

<upd_detl>I've been reading up on "zither" and it seems it's very widely used for plucked string instruments. Although "zither" is German it's from a Greek root; in fact the same root as "guitar". And it's used widely as a family name, so I guess I'll just have to accept it. "zither-like instrument" is too clumsy.</upd_detl>
