義 having the meaning of 'by law' and a step sibling is still a sibling by marriage in a way.

Because that's basically the second definition on the kotobank page, and it's the common thread between the different english glosses.</upd_detl>

<upd_detl>I'm not sure it's that good an idea. See the results from the EJs above. None of them use 義姉, 義妹, etc. Only one uses the 義 kanji, and that's in the vague "義理の姉".
I think we have to reflect that 義姉 means primarily "sister-in-law".
I'm suggesting that "step.." goes in a sense of its own, and tagged so that people won't think it's the usual term.</upd_detl>
