AFAICT, policy is to merge entries with essentially identical meanings, differing only in on/kun reading.
(Alternatively, could remove まなびや reading from 学舎 entry and add okurigana-less 学舎 spelling here, together with cross-refs.)</upd_detl>

<upd_detl>Since it's the full 訓読み and I can see a couple of WWW references to it with that reading and meaning, I think it's appropriate to keep it with an "oK" tag. (Rene is very down on kanwa entries usually.)</upd_detl>
