<upd_detl>Interesting. The 国語s all have the spear-related meaning. The JEs mostly only have examples using 槍玉に上がる/やり玉に上げる. The exception is the ルミナス和英辞典, which has: "(犠牲者) victim", and then goes on to give the example: "彼が真っ先に*やり玉にあがって失脚した He became the first victim and lost his position." The Sanseido Grand Concise uses italics in examples to indicate that 槍玉 is the victim, subject of attack, etc.
I suspect the original meaning is not totally wrong; it's a meaning that's come into use from the 槍玉に上がる, etc. expressions, and at present ルミナス is the only printed reference with it explicitly translated that way.</upd_detl>
