<upd_detl>OK, so it means "when used with verb in the affirmative, it's especially common as どうも～しまう"
I get (now) what the note is trying to convey, but considering the sense is most commonly accompanied by a negated verb (daijr even makes a note of 
it: "（多く打ち消しの語を伴って）"), I think it's overly confusing. Out of the 10 example sentences for this sense in daij and GG5, only 2 are not 
with negated verbs, but neither is in the form of どうも～しまう（gg5 "どうもねえ" and daijr "どうも失敗ばかりする")</upd_detl>
