<upd_detl>I think 最悪の mainly refers to "worst case", etc., so I'm not really sure this is a what Robin would call a true adj-no. Either way, I 
don't think adj-no should come first. 
I merged sense 1 and 2 (the adv sense) and created a new sense for the more casual but very common usage (which can't be used 
adverbially and essentially not as adj-no either, from my understanding)</upd_detl>

<upd_detl>To tell the truth, I've still not figured out what a "true adj-no" is yet (it's more complicated than I first thought) but I think I would consider this [adj-no]. 最悪の日 doesn't mean "day of the worst case" but rather "worst/terrible day". I'd put [adj-no] first for that sense.
Agree with the new [col] sense but I think "disgusting"/"repulsive" are more appropriate for 最低 than 最悪.
Adverbial usage is [col] so I think it needs to be a separate sense. Also cleaner this way.</upd_detl>

<upd_detl>For the record, I think the ngram numbers are slightly misleading because you wouldn't say 今日は最悪の日だった, only 今日は人生最悪の日だっ
た。etc.  (confirmed with native informant), which is also part of why I question whether this really is a "true" adj-no. With this in mind, I think having 
adj-na first is sensible.</upd_detl>
