<upd_detl>There's a heap of these 市営XX terms. We have 市営住宅; GG5 has 市営アパート, 市営事業, 市営住宅団地, 市営地下鉄, 市営電車, 市営バス and 市営プール. Other JEs have a selection.
I agree that 市営墓地 probably shouldn't go in, but the 市営 entry could probably do with improvement.</upd_detl>
