<upd_detl>have not amended the above because I may have missed a point. However, is the classification correct? It seems to me that is should be [n] and not [n,vs]. In addition, "する" cannot be added to "かけ" and the "と" to which "する" would be added is not present.

"かけ" is the bet or the wager. The verb would be either "とする" or "かける". Elsewhere you have the following entry which also covers the [vs]:-

賭する 【とする】 (vs-s) to stake; to risk; to bet; to wager
In addition, you have another entry:-

賭ける 【かける】 (v1,vt) (also written 懸ける or 掛ける) to wager; to bet; to risk; to stake; to gamble; (P)

With this entry, whilst I can see the relationship with “懸ける or 掛ける”, the concept of gambling does not seem to be a main feature of “懸ける or 掛ける”, ie., in so far as to make it an obvious substitute for “賭” in the written form [as opposed to the spoken “kakeru” homonym where the kanji is not relevant]. However, that usage of “懸ける or 掛ける” may be quite customary in Japanese text and not yet discovered by a novice like me.

Also, in relation to extent that “懸ける or 掛ける” may be a normal substitute in the written word, I was thinking that there should be a cross-reference included for ease of searching.</upd_detl>

<upd_detl>i think i agree. but we have not always been consistent about what is tagged as [vs]. sometimes web-based evidence of usage has been enough to tag it as such, even though it could just be considered a common case of dropping the を. i prefer to stick with the kokugos.

also the original suggestion of linking to 掛ける (sense 22!) might be more useful than linking to とする</upd_detl>
