<upd_detl>Teruo Hirayama uses this word to describe a flat low pitch in Tōhoku (Ōu) accents, in 奥羽アクセントの諸相. The Wikipedia page for 東北方言 says that "「桜が」のような平板型の語は、低く平らに発音される。", so apparently this is still in use.</upd_detl>
