<upd_detl>I don't think the gloss is correct. it makes more sense if you look up 縫い代 and 始末 individually
I'm not familiar with sewing terms in either language though.</upd_detl>

<upd_detl>seems unlikely to be correct (or more than the sum of its parts).  i think web hits are basically just saying how to do a seam allowance.  (i.e., this term does not seem to refer to the stitching itself; just getting the act done as 始末 implies)</upd_detl>
