<upd_detl>I really don't think this should be an entry. It's a regular use of 懲りる and entirely literal in meaning.
Also, it's not a complete sentence. I would translate it as "Without being discouraged by this" or "Without letting this discourage you/him/her". Something always follows it.</upd_detl>

<upd_detl>I agree that it is a half sentence, however it is the half that is never changed. The "kore ni" part in particular. It was in context where I would have expected "kyou no koto ni ..." or similar but it was the word "kore ni" which did not make too much sense. So it is a set phrase of aorts.

I understand it's used by businesses to apologize to the customer, to say that today's experience was atypical, we'll do better next time.

In addition, it is almost always followed by "mata" which was erased from the translation. I think keeping it would help.</upd_detl>
