As someone with plenty of Wikipedia editing experience, I can assure you that Wikipedia discussions don't just go silent for long periods ...and no, they don't have more people, on specific articles.
There are many editors on Wikipedia, as a whole
...and, if there are problems with a discussion, outside help can be called upon, hence making them relevant.
But for _normal_ discussions, on the talk page of an article, the only ones involved are the ones who edit that _specific_ article.
For big things, that can be a sizeable amount of people (as is ideal)
...but for smaller things, that might be no more than, say, two or three people.
