There are 519 "adv-to" entries of which all but 176 are "adj-t,adv-to".
Of the 176, 12 end in と (of which some also have the non-と versions):

かっか;かっかと /(adv,adv-to,vs) burning hotly/burning redly/
がたごと /(adv,adv-to) rattling/clattering/
がたんと /(adv-to,adv) (with a) bump/(with a) bang/(with a) crash/

ぺこん;ぺこんと;ぺこり;ぺこりと /(adv,adv-to) (1) (See ぺこぺこ) sound of thin
metal or plastic surface caving in and springing back/(2) action of quickly
