That's not the problem Paul raised. The string of %E3..... stuff
at the end of the URL is Japanese word encoded in UTF8 and then
encapsulated in that %xx%xx form, which is what works with Japanese
Wikipedia. If you paste the above into one of the EDICT/JMdict submission
forms it will get converted into the actual UTF8-encoded Japanese, which
is not a lot of use, since my forms and files are encoded in EUC-JP.
As I explained in my response to Paul, different servers expect
different codings in URL parameters and it is next to impossible
to process a heap of URLs relating to different servers in a
consistent way.
