[補説]文化庁が発表した平成26年度「国語に関する世論調査」では、本来の言い方とされる「眉をひそめる」を使う人が44.5パーセント、本来の言い方ではない「眉をしかめる」を使う人が44.5パーセントという結果が出ている。

Jitsuyou: 「眉をひそめる」と「顔をしかめる」を混同した表現。いずれも不快や困惑などを表す言い回し。
Meikyo 2nd: 「眉をしかめる」「目をひそめる」は誤り。
Meikyo 3rd: 「眉をしかめる」ともいうが、「眉をひそめる」「顔をしかめる(=しかめっ面)」の表現が一般的。「目をひそめる」は誤り。
Prog has both forms in the 眉 entry without any annotation.

I don't think that that's not a valid option per se, but I feel like with the more common "mistakes" it doesn't do it justice to just hide it away.
Interestingly the third edition of Meikyo doesn't outright call it a mistake anymore. And together with the 2015 study mentioned by daijisen, which indicates that the "erroneous" form has become even more common after 2007 (ngrams), I believe a seperate entry to be a better approach. But there should still be some form of note on the new entry indicating that it's a commonly confused form.

However, Robin suggests a tag "proscribed", but isn't that a rather strong word? And is it used in such cases like ours? I'm asking because I'm not a native English speaker. Wouldn't a tag like "erroneous form" or "commonly confused form" (of course abbreviated as a tag) be fitting and more direct?

Wouldn't it be better to ditch the まゆをしかめる reading (as you've done) and keep 眉をしかめる here as an sK form? Most of the discussion of it indicates it's a mistake for 眉をひそめる. Better than creating an entry for an incorrect form.

Both those glosses are in the relevant sense of the 役/やく entry, and do not reflect the あがり modifier. 

I am going to revert this entry to the gloss Marcus established in 2012, and which has lasted until now. Although あがり役 is not in any references, I see that GT and other translation systems render it as "winning hand". I think that will do. It is the only meaning that makes sense in the many cases I have examined where it is used. I do not regard it as a synonym of 役/やく.

I will leave it open for a bit, but further attempts to gloss it just as "yaku" will be rejected.
