I think this proposed split is looking quite good. The JEs split out 挙がる and 揚がる too
The division into senses varies wildly. GG5 splits this one into 11 and 中辞典 into 14.
I'll approve this for now and reopen. I'll do the same for 挙がる and 揚がる.
I think it's OK to xref between similar senses in the entries.

Interestingly the third edition of Meikyo has 3 senses less than the second for its whole あがる entry. And the sense above has been incorporated into the "to be washed ashore sense", however I feel like its a bit too different as to incorporate this sense into it.

Since this has been sitting in the too-hard-basket (a neat expression I just had to steal) for a while now, I thought I might do the first step to see how it goes.

I've removed the unique, i.e. restricted, senses and transferred them to their new draft entries.
I also took the "to be listed (as a candidate)" and moved it to the new entry for 挙がる since meikyo and daijr mention it as restricted to 挙がる. And it is a rather minor sense than can be well incorporated.

By the way, sankoku also has three entries for あがる, one for each kanji form. And I think it is beneficial.

How oukoku distinguishes the senses:

上がる is used to indicate movement to a higher position compared to before, as in expressions like "one's status rises" (地位が上がる), "prices go up" (物価が上がる), "leap up" (飛び上がる), or "be the first to finish in sugoroku" (すごろくで一番に上がる).

騰がる, originally referring to the act of a horse leaping or jumping up, is now used in contexts such as "prices rising" (値が騰がる).

挙がる conveys the meaning of being lifted to become clearly visible or being entirely brought forth, as in "a candidate's name being raised" (候補者の名前が挙がる) or "evidence being brought forward" (証拠が挙がる).

揚がる is used in the sense of being positioned high in the air or floating upwards, as in "a national flag being hoisted" (国旗が揚がる) or "tempura being fried" (天ぷらが揚がる).

Apologies, I was just going off a note there on 騰がる, should've checked further. I reverted the note.

Anyway this is quite the headache, I tried to compile a somewhat comprehensible overview, based on several dictionaries that had at least 3 of the four kanji forms. Of course this shouldn't be taken at face value since this entry is so large, but It should help in some way.

By the current grasp I have of this, I feel like 騰がる can stay as I said in the notes. But 挙がる and 揚がる could be split out with their unique senses, AND the senses that apply to one of these two and the main 上がる could be listed in both respective entries. E.g. "4. to raise or move a bodypart up high (e.g. one's fist in rage) 〔上・挙〕" would then be in both seperate entries.

Because it seems that there are also (somewhat many) senses that only apply to 上がる in multiple kokugos (which I didn't put into this overview for now).

Should this be split into separate しかめる and ひそめる entries?
I’ve proposed a sorted unified entry, but separate entries (as other dicts do) might be better – defer to editors, natch.

They are certainly similar terms, both meaning roughly “scowl (in disgust, anger, etc.)”, but ひそめる is used for one’s brow, while しかめる is used for face (according to dicts; I saw 眉をひそめる yesterday).

There is roughly an overlapping sense of “scowl, grimace”, so I’ve put that into a general sense, then split the separate senses (knit brow vs. pull a face) into separate senses, with links to set phrases for clarity.

Having "yaku" alone as the gloss is rather tautological and useless. You need the yaku to win, but the "あがり" is indicating that this one comes out on top.

I am not sure what a "winning yaku" is but the mj-dragon reference clearly says this term is a synonym of "yaku". you can replace "agariyaku" in the text quoted above and it still holds true.
