So while older folks, people from horse-meat regions, and foodies know 桜肉 without hesitation, many younger people only know 馬肉. 桜肉 can sound like a “fun fact” rather than an everyday term.

I have discovered that young Japanese people do not know this term (unless, I suppose, they are horse-meat aficionados).  They *do* know 馬肉 and 馬刺し.

I learned it quite early in a classroom setting, precisely as a "fun fact", since in America we do not generally eat horse. "And you know what it's called in Japan? 桜肉" "えー".  I just assumed everyone would know this... They do not.

If you google 桜肉 メニュー you will of course find examples. But even among those I often see "桜肉(馬肉)"

I supposed I was trying to address a very narrow use case that applied to me personally ("wanting to teach in 公教育 vs 塾").  This does require careful consideration before an American audience. 

But I never really liked glosses like "formal education" except in vary narrow circumstances.  I appreciate your condensed version of my spiel. It at least highlights that there is a problem.

It's a little labored, but adding "in Japan" points to the exceptional nature of the Japanese system.  公教育 includes 私立学校 in Japan, but excludes private schools in almost every other country. (アメリカ公教育 *excludes* private schools, just like "public education").

You could consider re-adding "accredited".  International Schools are excluded. But that's a minor corner case.

I think there is a cogent argument for "state education" as a second gloss.  Whatever their opinion of "public education" may be, "state education" certainly seemed legitimate to Brits.  I know one, I may be able to ask him next week.  If he has strong feelings, I'll come suggest it.  I'm including the refs I encountered just in case.  I wouldn't add it for AmE though.

The straight xref to 桜肉 seems much clearer/cleaner to me.  桜 means "horse meat" because of 桜肉, not the other way around.

Obviously "horsemeat hotpot" wouldn't need the hyphen if we switch that we everywhere.

But actually, I don't think this particular hyphen is required. Google search for "horse meat hotpot" shows the hyphen is uncommon, and that this is also more common than "horsemeat hotpot" (though there are plenty of hits for that as well).  

Do a google video search for "horse meat hotpot", and the only hyphens are by Japanese people translating to English. 

Looking at twitter, "horse meat" is clearly more common than horsemeat in these contexts, though that could reflect audience size.

Consistency on "horse meat".  I do not object to "horsemeat" and I don't object to listing both, but the entries should be consistent.  We literally had "horse meat" for 桜肉 and "horsemeat" for 馬肉.

My intuition was "horse meat", probably because Americans don't actually eat horse as a rule.  My spellchecker actually calls "horsemeat" a mistake.  But double-checking gpt says horsemeat was probably better so if I went the wrong way, I apologize.

There isn't a meaningful difference between わいせつ行為 and わいせつな行為. I was just noting that there's nothing in Japanese law that defines わいせつ行為 as "sexual molestation".
Most online sources only mention molestation and indecent exposure but the above definition from MEXT includes rape and prostitution.
The Japanese Law Translation website translates わいせつな行為 as "indecent act".
I think the term is broad enough in legal contexts that a second sense isn't necessary.
