I agree with Peter, though I must concede that the previous gloss was a bit unwieldy.

I know that "fishermen's boss" isn't much better, but "boss fisherman" sounds like an enemy in a videogame, on top of the fact that the 網元 doesn't fish.
Maybe that gloss should be left out alltogether.

[hist] may be a fit. Definitely not [rare], and [dated] doesn't feel quite right either.
"Traditional" probably describes it best

I really struggled trying to come up with a more fitting word than "contractor". After some consideration I think "master" comes closest, since this was a superior-subordinate relationship after all.
