According to the kokugos, this is simply an emphatic "いつ". "At any time"/"at any moment" works for sentences like "いつなんどき彼が来るかもしれない" but not for sentences like "いつなんどき大地震が起こるかわからない", so I propose adding a second sense.

Here's the full quote that prompted me to add another
      definition

      I asked a Japanese native-speaker colleague (I work in a
translation company) what it meant and he said "目立つとか、 優
      秀と"

He then gave me a couple of URLs as examples (followed by his
      brief comments)

      http://www.hummingheads.co.jp/reports/seminar/s0181.html
      抜きんでた能力持つ人

      http://www.human-logic.jp/service/recruit_case001.php
      最近の企業は、尖った人材を採用したいみたいです
      平凡で従順な部下より、何かに秀でた部下がほしい、ということ

Perhaps "sharp, quick, quickwitted" could be left out, and
no.3 definition just made "outstanding, cutting edge,
superior." I've just added superior because according to the
same colleague, 尖った can have a slightly negative sense, too,
in the same way "superior" can.

Robin and I put in edits at the same time, so I'll add my refs/comments here and reject my version.
I was happy to agree to Robin's removal of "vegetable" for two reasons: (a) none of my JEs has that qualification, and (b) the term is used for a wide range of graters including those quite suitable for cheese (see the Ikea ad link, where a very 3D one is labelled おろし器.) The more traditional おろし金 would struggle a bit with a soft cheddar or mozzarella, but is fine for parmesan.
That said, The kokugos do specifically mention the vegetable grating role.
I'm suggesting an "esp" comment, but I'm not sure it's needed.

おろし金 is quite commonly used to refer to any type of grater (see example above), but if we want to make the distinction, "(vegetable) grater" isn't a particularly helpful gloss.
You wouldn't usually use an おろし金 for carrots, but you would for wasabi and ginger, which most people don't think of as vegetables.
      I suggest something like this.

NIM helps the reader know they don't have to open the message. Since most e-mail programs and services now have a preview of the message body, NIM is rarely used today.

I'm quite relaxed about including dropped-を constructions - anything (within reason) to help people, and there's always the text-glossing activities. Yes, I think we'd class it as an expression.

added [sK] to 喰 entries as i'm not a fan of keeping them visible, i don't think they're very useful but you can obviously revert it
the point is "older than one would have expected", i think a note would be better here (i phrased it awkwardly, this is not my thing)
i don't think "to be very aged" is correct, only koj has it

Saw on a can of beer, otherwise self-described as being brewed from a legendary variety of hops. 凛として、香り立つ. One English-speaking beer reviewer online describes as having "an unusual, fruity-piney aroma and flavor, presumably due to the Sorachi hops".

I was trying to convince myself that "to be aromatic" or "to have/give off a pleasant aroma" would fit. Maybe. Weblio also includes "馥郁" for which we have "fragrant, sweet-smelling". I'd invite some kind of active gloss beyond "be fragrant".

Could compare with 匂い立つ, which we do have(to be fragrant; to give out a smell; to be enveloped in a smell). 香り立つ is actually more common. Unlike 匂い立つ, this term seems to be an unambiguously pleasant smell.
