"implement" is a very general word and the current definition didn't give me any idea of what this could be.  Daijisen is more specific with 縄などで編んだ正方形の網の四隅につり綱を付け、棒でつって土砂や農産物などを入れて運ぶ道具, and Progressive has "a straw mat used as a bag to carry earth".

My definition is perhaps a bit on the longwinded side, but the "flat mat used as a bag" part seems to me worth capturing to give the dictionary user a mental picture of the object.
