The practice that's developed is to mark the source gairaigo as wasei, and not the abbreviation. In this case we didn't have the source form as an entry, and since Daijirin has an entry marked wasei, it's probably OK.
I've now proposed an entry for メンチカツレツ/ミンチカツレツ, so the wasei tag can go there.

I think something was lost with daijs' two senses of てな in the previous edits.  な in the second sense mentioned by daijs is the [adj-na] な、not the ”ね" な。 てなこと = と言うようなこと。So, probably what I've added as [2] here needs be a separate entry (but there was previous discussion on this daijs entry, so I'm starting here). The 〜ね readings obviously have nothing to do with [2]. 

Just encountered between an ellipsis and resumption of speech (though resume with てな). "you think/say he's too conspicuous [to be a spy]..."] ...てなことになりかねないってのに... (well, even if that sort of thing is likely)

It seems to function as sankoku and daijs both suggest, a drop-in spoken replacement for  "と言うような".

The gloss here is far less important than expanding the abbreviation, which is important.  Because てなことになりかねない is really hard to parse if you don't know what てな means.

With our collection of と言う entries, it's a little surprising that we don't have a と言うよう(な) entry to reference. Though that does get into grammar.

The decision to include an entry is based on the *Japanese*; not on the variety of English in the gloss(es). We don't usually have any glosses using dialectal terms (Scots, Singlish, etc.). AmE and BrE are not dialects. We try to make sure glosses cover regional terminologies, e.g. our policy states: `where different forms of English use different terms, include all major variants (e.g. both "snow pea" and "mange tout" or "tap" and "faucet"'.

The point about terms such as "queer" in glosses is that it has a common meaning in 2024 that it didn't have in 1994. Nothing wrong with using it with its historic meaning but the meaning, in the context of other glosses, must be clear.  I felt "queer act" had problems in that area.

Because I think it's a more broadly-important question, I'll re-open just to answer Robin's question (not trying to start a debate or anything)

1. I was at least a little open to entertaining "queer act" if it was idiomatic.  I looked for it, I could find no evidence that this gloss had ever in history been used.  Probably has been used somewhere, but I couldn't find it. 
 "dumbfounding performance" is idiomatic, and seems like an excellent gloss.  In contrast, in modern AmE I'm at a loss for any circumstance where "queer act" would be an advisable translation today.  It seems to me most likely to lead to embarrassment or misunderstanding if anyone were to try and use it.  Perhaps I should have been more explicit on this point - I should not have presumed that other editors' intuitions would match my own.

2. As suggested, I do think that "queer" in this sense is [dated].  Especially for non-idiomatic use, I see no reason to offer a [dated] gloss on any entry today(so long as the Japanese term is not also [dated], at least).  Since policy disallows marking English terms themselves as [dated], I really think "queer" should be stripped off of almost all of the terms where we currently still have it.  But that is a separate issue.

To my eye, "queer act" in particular didn't look merely [dated] here, it looked absurd, and I suspect it would look absurd to a large audience of jmdictdb.  In cases like these, with a universally understood, perfectly serviceable gloss already available, I think we're better off without dialect/region/generation-specific entries, even if some users may see them as acceptable.  There's no way for each of use to know what another dialect will find objectionable/misleading/confusing, so I think we just have to point these things out as we encounter them and discuss.

I do get the sense that historic jmdictdb policy has leaned towards "so long as it's valid in some English dialect, it's ok as a gloss".  I'm usually okay with this, but in cases of likely confusion/embarrassment (like this one), I think we should perhaps be a bit more selective.

Robin: "I'm just generally opposed to adding long, non-idiomatic expressions that aren't in the refs, regardless of how common they are."

This a (clichéd) adage so accusing it of not being an idiom seems to miss the mark. Again, I think it's more worthwhile to include these rather than the hundreds of obscure ones in the kokugos (... though of course I'm responsible for adding many of those as well). I think we should include the kind of hackneyed phrases people actually use in contemporary Japanese.

(if we introduce a [cliché] tag I think it would fit better than  [proverb].

This is not proposed for this term specifically, but for something lacking in the main 言外 entry. 

Encountered as 言外に...宣言した。(It seems any verb for transmitting information could be slotted in here. I've found 言う, 伝える, 示唆する, 主張する, 難詰される, in addition to the fixed collocation 言外に含まれる)

The main entry for 言外 is [adj-no,n].  This doesn't usually suggest an adverbial に usage in jmdict (I expect [adj-na] for that, usually), but ngrams suggests 言外に〜 is a dominant usage.  Might be simpler to offer an [exp] entry than try and fix the root entry. ほのめかす is not the *most* common collocation, but it's a simple gloss, and is contained in a number of JJ and J-E references as an example.

(sankoku contains both ~にほのめかす and ~に拒否する. collins has a dedicated entry for this, eijiro lists it as well).
