I'm happy keep ふくらはぎ as a reading of 腓 (Koj says its a meaning), but I think a merge of the 脹ら脛 and 腓 entries is probably creating a bit of a mess. I think I'll suggest adding 腓 the ふくらはぎ as a note.

However, it is good to see more "a + b" entries because they help the non-expert get a feel for usage; especially when the entry represents a complete expression usually used at the beginning of a statement, much the same as in English.
