Koj is a bit old-fashioned with okurigana (and many other things). The JEs and more modern kokugos stick very much to 流行/りゅうこう and 流行り/はやり. I'm not sure whether Tyler is suggesting a (re)merge of the entries, or just adding 流行[io] to the はやり entry. I wouldn't object to the latter.
