It's not "are X or were X" but rather "are X or were [adverb] X". If you insert an adverb into an "are or were X" construction, the adverb is not bound to "were".
The difference is more obvious if you substitute "historically" with "commonly": "countries where Chinese characters are or were commonly used". In this sentence, "commonly" clearly applies to both "are" and "were".

This one seems to be a bit more common although it's not in any Tanaka sentences. FWIW both were added 20+ years ago from another dictionary which had quite a lot of marginal entries. I agree that 反乱を鎮圧する is probably more useful as an entry.

The meaning is not wrong, and the collocation is used, but see my comments on suggested-deletion of the entry for 反乱を鎮める.  Everything written there applies here, but more-so (this collocation is even less common). In short, its meaning is obvious from the components, it's guessable by someone who knows the terms 反乱 and 抑える, and if you know another verb for "suppress" that's probably safe to use as well. I doubt this has standalone J-J dictionary entries, and there are far more common translations. (反乱を鎮圧する seems far more common)

It seems maybe these two entries exist because of the ambiguity in their parent entries (静める・鎮める and 押さえる・抑える respectively).  It is definitely *not* currently clear, for example, whether 押さえる or 抑える is the correct form for "suppressing a rebellion" when only looking at the parent entries.  But maybe there is a way to improve the main verb entries to resolve that?

Curious about the response here.  I'll ask in advance - if we don't want to delete this entry, would a new, nearly identical entry for "反乱を鎮圧する" be accepted if I created it?

I'd suggest that maybe in place of this entry, the glosses under the entry for 静める could be split up a bit, with the current "to suppress" being changed to "to suppress(eg. a rebellion) especially=鎮める".  Or, maybe しずめる warrants two independent entries (my J-J dictionary lists them separately). The current entries for 抑える and 押さえる might be taken as a model(although there is some ambiguity there as well).

Looking at n-grams I think 反乱を鎮圧する would be a far more productive gloss for "to quell a rebellion".

Any chance we could remove [sK] from 思う壺に嵌る?  The cited って n-gram counts put 思う壺に嵌って at 5.3%, which is not horrible.  If there are kanji forms, I like to see them, and I think this might cause jisho.org to hide the kanji form entirely (which was my motivation for the edit in the first place). 

It's not a "dead" usage.  Still uncommon (5%), but you see the kanji form on twitter often enough.

I added this entry blindly to a flashcard deck years ago and it has confused me ever sense. Shouldn't it be 忍び出る, if anything....

As with something I noticed on the entry with 一蹴り/一蹴 some time back, this looks to have sprung into existence from a poor English->Japanese translation.  Google "忍び出し" or "しのびだし", and you primarily get references to this dictionary, and to the tatoeba.org sentence 
私は彼が忍び出しようとするのをつかまえた I caught him trying to sneak out

And this translation appears to be an attempt at something like 出そうとするの, I don't know how 出しようとする was arrived at. If it was  忍び出 + する that's what you might get. eg. "輸出しようとする".  In fact, it looks like tatoeba.org actually has a second, better sentence(using 出そう, no less):
彼がこっそり抜け出そうとするところを捕まえたんだ。

Since it looks like you can 忍び[any verb], you can certainly transitively sneakily put the trash outside, making 忍び出し a connective verb form like 忍び出して (see n-grams). But I haven't actually found proper examples of that usage. 

I have four references where a room/space is snuck-out-of using を and から. I'm not familiar with this use of 出す/忍び出す, but the usages seem verbal, not nominal, and so exceptional that they don't need an entry here, unless there is a better reference for this.

On the one hand, in the 忍び出し entry I provided 4 concrete reference examples of 忍び出す used to mean "to sneak out of a place". So, maybe we could mark this [rare] and call it a day.  (I did *not*, however, find any dictionary references to support this). 

On the other hand, the meanings were all super-evident in context, and should not need a dictionary to decipher. 

This entry is grammatically odd.  You would think "to sneak out" would be 忍び出る, not 忍び出す, and indeed that is correct. (see yourei.jp for many examples).  But we don't have an entry here for 忍び出る, probably because its meaning is also derivable and self-evident, and because something like 抜け出す is substantially more common for "to sneak out".

So, I suppose if [rare] is taken instead of deletion, I would argue that an entry needs to be added for 忍び出る, just because the presence of 忍び出す next to the absence of 忍び出る is veryy confusing/misleading(saying from direct experience; this has actually confused me for years since adding these cards to an Anki deck, I'm only now looking more closely at this things). I'm happy to add the entry if you decide to go this way, but it's just a carbon copy of this entry replacing 出す with 出る.

(small note: my little J-J dictionary has most of the 忍び* entries in this dictionary, but nothing beginning 忍び出)

I think their use as abbreviations for languages is very limited. All that comes to mind is titles of dictionaries (e.g. 和仏辞典) and translations (e.g. "独: Wissenschaft").
