PoS tags should be used to express the syntactic function of words.
The syntactic function of 事前 is that it can be used adjectivally with the particle の
and adverbially with the particle に.
The first fact is expressed by the tag [adj-no].
The second fact cannot be expressed with our current PoS system.
Usually such usage is implied by an [adj-na] tag, but this word is not [adj-na].
So we will have to add a note.

As I have explained at some length before, the tag [n-t] should either be abolished or reserved for
temporal nouns that can be used adverbially without attaching the particle に.
The [adv] tag should only be used for adverbs. An adverb is a word that can be used adverbially
(i.e. to modify a verb or adjective) as it is without attaching any particles.
I cannot find any evidence that 事前 is an adverb.

Not clear to me what point is being made here. The major published dictionary use kana in the examples in their 齣 entries. I can't see what it has to do with Americans.

To justify and elaborate:
* It could conceivably be used to refer to a seat itself, but that seems unlikely and weird; I think the issue is that in Japanese (and in the 国語辞書 defns of this word), 席 and 座席 ambiguously can mean “seat” or “sitting room”, but it seems pretty clearly to me the *latter* sense.
* …particularly since in Japan you traditionally sit on the floor, so at best “tea ceremony seat” could be a technical term referring to “where on the floor you’re supposed to sit during tea ceremony”, though that would probably be ×茶座（ちゃざ） instead, which doesn’t exist. (Not a tea ceremony expert though, so this usage is conceivable.)

not sure about that.  at least in koj 6, the relevant sense says '（「掻揚げ」と書く）'.  daijs also has both headwords, but likewise restricts this sense to 掻揚げ.
our own entry for あげる restricts the deep-frying sense to 揚 as well:
(5) (揚げる only) to deep-fry

if this is going to remain as the only sense in this entry, then i think 上 versions should remain as iK.  if additional senses are added, then the iK can come off, and the tempura sense can be restricted to 揚 versions
