I think we need to consider the degree of sense-splitting that is appropriate. The JEs and about half the kokugos have 3 senses, pretty much as the entry is now. Some of the kokugos have a lot, e.g. 明鏡 has 5. Daijisen has 4.

All the kokugos have the same example for the "折り重ねたものを数える語" counter sense (半紙一折), which suggests that it's different from the 二つ折り usage.
