This is really a question. I am fairly sure 前山 does mean foothills - it's in リーダーズ+プラス, and I can see text examples. I can't confirm the reading from a modern source (ぜんざん is from Nelson.) One (shaky) Japanese site (http://www.geocities.co.jp/abelinternational/xJ/EJJr_3.htm) says it's さきやま.
Any suggestions?
