Ok, WP to the rescue – it does state that this is used for *commercial* use.
Specifically, it states (somewhat confusingly): “A tenant is a person who contracts to lease a dwelling to abode therein. But in modern-day Japan it is used exclusively to mean …[various kinds of] (shops).” (i.e., basically it’s a resident, but today it means a commercial tenant).

The specific line is:
「ただし、現代の日本では、。。。事業者(店舗)のこととして専ら用いる。」
Notably 「専ら用いる」 “exclusively used”, AFAICT.

I had vaguely assumed that テナント and 入居者 were synonyms (casual gloss is “tenant” and Japanese friends felt they were different but didn’t clarify much) until I saw a building with:

…on it, explicitly contrasting them.
…and then more checking revealed that テナント is esp. commercial (it seems exclusively commercial), while 入居者 is primarily residential, but sometimes commercial.
I’ve tried to reflect this in amended entries.

Also, this seems a somewhat dated or dialectical term, perhaps 関西弁/京都弁 – Kyoto residents in 40s use it casually, while some people from elsewhere find it a bit funny, and 新解さん flags it as especially 江戸時代. I haven’t listed it as [ksb] – can’t tell for sure (and probably remains in legal usage at least), but wanted to note it here.

In class today the teacher (in her 70s) specified that this was written as 量高 though that’s not found in the dictionaries (it is a legit, albeit non-jōyō reading of 量).
I got a few hits online for 量高 with かさだか, but it seems rather irregular and rare (the vast bulk of hits for 量高 are unrelated words as part of some compound).
If I see it written thus in print I’ll add it to the entry, but for now I’m just leaving a comment.

Used in this sense (AFAICT) in 向田邦子「字のないはがき」 as:

“Though (the pumpkins were) small, even father, who would scold when *we went to pick/eat them*, that day said not a word.”

新解さん gives:
「(三)食べようとして、それに向かう。」
…which seems the closest (sense of *eat*, rather than “steal” per se).
  Comments:

* Not sure about wording of gloss,
* but seems a distinct sense (if perhaps literary or old).
