I imagine this and the xref would have similar meanings.
I think that a "flattering smile" in English more often means "the smile makes the person look attractive", or "the look pretty/handsome when they smile", less than the intent behind the smile. (though the other use does exist)
I wasn't sure how I would gloss it any better though, until I found that 媚笑 was in here.
In addition to ngrams, 媚び笑い has 3x the books results of 媚笑い. (媚笑 has endless book results by comparison) |

Found with furigana on Takemiya Yuyuko's "Golden Time 3", page 29. Sentence:
あんのぉー、とか細い声で万里が口を開いた。ぺたりと頰に卑屈な媚笑い。
"媚笑" was annotated with "こびわら". |
