The JEs all have "ordinance" but it seems a bit dated to me. The term applies to a wide range of legal structures so we may as well have a spread.

Reverso is overwhelmingly "laws and regulations", and that is ignoring occurrences of  法令遵守. "laws and ordinances" almost never appears. 

eow.alc.co.jp has even more glosses than I've included in the refs. 

To my mind, and "ordinance" is a law passed by a local government. Here's one sense from oxford:
a law, usually one made by a city or regional government:

To the contrary, the regulations identified by 法令 would not seem to be limited to local government, so the "ordinances" looks a bit odd to me here.
