  Comments:
When this term is used in the news it usually describes the kind of public 
communication for which we would use expressions like "raise an issue" or 
"make an appeal", while the meaning of "sue" - and especially that of "resorting 
to arms/violence" - is much rarer. In view of this, i'd like to suggest we reorder 
the English expressions as shown above.
