地方 and 圏 don't seem like much of a distinction, the xref is way more common. Reverso commonly glosses this as "the arctic" (also "arctic region", also 北極地方の as the adj. "Arctic").

xref can also be "arctic region" if one likes:
https://context.reverso.net/translation/japanese-english/北極圏#region

I don't know what an adjective is anymore after my previous spiel. I can't see why this should be [adj-no], while 北極圏 isn't. With の, both will become "arctic" in English, and both will mean "belonging to the region of the north pole" in Japanese. 地方 alone is not [adj-no], and we have *many* entries ending with 地方 that are just [n].

That said, I know "arctic" and "antarctic" would be quite common glosses in English, and I don't mind at all if this is marked [adj-no].
But if so, I think 北極圏 should be as well. (same issue for the south-pole equivalent entries).

Polar ice:
北極圏の氷	1639
北極地方の氷	31

from eijiro:
北極圏での石油掘削
Arctic oil drilling
北極圏動物
Arctic animal

etc... (lots)
