Sense 2 isn't just used for questions so I don't think we can just treat it as a synonym for 一体.
It's a tricky one to translate. Most of the glosses for sense 1 also work for sense 2. |

daijr/s say sense 1 is 名, then note "副詞的にも用いる".
daijr/s say sense 2 is 接 / 接続, but all refs give 一体 as a definition for it, which is an adverb.
斎藤和英大辞典 says that both senses are adverbs. |
