FWIW, the kana version of the phrase is found further down in the same text, with an explicit reference to the speaker needing to do something about his own life. As for possible word play in the song title, I can imagine that . . . especially since I fail to see the connection between the song itself and the subject of the political catch-phrase.
If that is the case, then I think we should drop the kanji version of this phrase. A dictionary isn't exactly a library of puns... |

I think the 遷都 part is just a play on words in the song title, not part of the usual phrase.
Also, I'm not sure what to make of the difference between ngrams and Google hits for どげんかせんといかん. If the ratio were reversed, that would make sense. |

Found part of this expression in a song title "どげんか遷都物語" by the artist Reshiki. Upon googling it in romaji, found the reference to its use (less the 物語 part) as a political buzz-phrase in 2007. The reading was given later in the text I was translating (Takemiya Yuyuki's "Golden Time 3", page 151), with reference to somebody needing to change their life. |
