I think it's OK to have.

It's *how* to use something, not the *rules* of use.

It's really just two words 使用 and 方法, which happen to be often used together (a collocation), 
and I would have thought it's sufficient to define those two words separately. But if there 
needs to be an entry for their combination, I think "usage rules" actually steers you away from 
the correct meaning.
