<upd_detl>地方 and 圏 don't seem like much of a distinction, the xref is way more common. Reverso commonly glosses this as "the arctic" (also "arctic region", also 北極地方の as the adj. "Arctic").

I don't know what an adjective is anymore after my previous spiel. I can't see why this should be [adj-no], while 北極圏 isn't.  With の, both will become "arctic" in English, and both will mean "belonging to the region of the north pole" in Japanese. 地方 alone is not [adj-no], and we have *many* entries ending with 地方 that are just [n].

That said, I know "arctic" and "antarctic" would be quite common glosses in English, and I don't mind at all if this is marked [adj-no].
But if so, I think 北極圏 should be as well. (same issue for the south-pole equivalent entries).
