<upd_detl>As per first two references, this is a variant form of 鉄砲和え (that word is found in the big dictionaries, this one isn’t).
It may be dialectical; I bought a salad labeled with this at a Kyoto supermarket (which uses other Kyoto-ben on its labels), and the two first references are from Kansai and Shikoku.</upd_detl>

<upd_detl>Google images brings up a range of dishes, including 鉄砲和え. The ref above describes てっぱい as "讃岐の郷土料理".
Maybe "regional Sanuki cuisine, esp. salad of minced Welsh onions, seafood, and vinegared miso" would be more accurate.</upd_detl>
