"Literal" meaning is being exposed to windy (風) and wet (露) weather while living / camping outdoors.
Refs say it can be used figuratively to refer to a difficult journey (困難な旅のたとえ) or harsh outdoor work (野外での仕事の苦痛).</upd_refs>
