<upd_detl>Maybe coined by extension(北極圏, 南極圏)?  Seems almost like a mistake, or redundancy, to have 地圏 "polar place region". 
The only other "地圏" entry is for "geosphere", "the region of the earth consisting of all of its 地".</upd_detl>
