Excerpt the pixiv百科事典 source: 創作における使われ方としてはメアリー・スーとほぼ同じと考えてよい。 pixivの企画交流においてはまったく欠点のない最強設定、一方的に力を誇示して戦うキャラクターの行為などを指す(いわゆるメアリー・スー)。
The 補足 from the same source then specifies that the protagonist simply being the strongest does not equate to being 俺TUEEE:

<upd_detl>俺TUEEE is not a female character. The term Mary Sue is used for male characters as well, which is stated on the Mary Sue wikipedia page:
“The term has been applied to male characters as well, though a male character with similar traits may be labeled a Gary Stu or Marty Stu.”
Gary Stu is a somewhat popular masculinized version of the term but not popular enough to be a helpful gloss.
The below source puts it well when it describes 俺TUEEE as 「メアリー・スー」と同列の揶揄である.

It describes the same character condition as the term “Mary Sue” but for a male protagonist instead.

<upd_detl>For extra clarity, this term is heavily associated with novels on 小説家になろう and similar webnovel sites. なろう系 is defined in JMdict as “Mary Sue novel”, despite the vast majority of these protagonists being male. My choosing of Mary Sue as a definition was both fueled by the references online and JMdict’s description of なろう系.</upd_detl>

<upd_detl>The なろう系 entry works because it has an explanatory note and the second "wish-fulfillment story" gloss. I'm afraid neither "Mary Sue" nor "male Mary Sue protagonist" work as single glosses because if you are not into the genre they are quite opaque. I've suggested some extra words, but it's not my field at all.</upd_detl>

I don't think "in a wish-fulfillment story" is necessarily true.
What's the source for "male"? Wiktionary has "Mary Sue (without a gender connotation)".
I'm not sure why sense 2 is adj-f. Niconicopedia defines it as a noun and Wiktionary glosses it as a noun.</upd_detl>
