<upd_detl>I don't see any kokugos that list anything besides 占い.  But we already had "卜" alone, and looking at furigana.info 占 can appear without い in much the same way.  

sanoku gives a reading [2] that isn't even in daijs.  It's unambiguous:
2) うらなう人。占い師。占い者。

The only sankoku orthography is 占い(ウラナヒ). No reason to believe this *isn't* a rare usage. Note that 卜者 sometimes gets that furigana うらない.</upd_detl>

<upd_detl>Sense 2 is in all the kokugos and JEs (not always as a separate sense). I don't think it's rare. Wisdom even has an example.
卜い is in meikyo. 卜 is in koj.</upd_detl>
