This word is apparently more common online than "spoon".  The compound word 拉致問題, which requires you to know *this* word, is [spec1] and thus marked "common" in jisho.org.

I don't know how this wasn't swept up by one of the [news] collations... A bit baffled. So baffled, I went to archive.org to get the Mainichi Shinbun stats file.  This term is ranked ~43,000 with 15 occurrences, presumably over 4 years.   It is the only term that appears with the "拉" kanji at all.  誘拐 is ranked ~3500 with 1639 instances.  Editorial policy of the newspaper in the late 90s? 拉致 seems common enough in news searches today.
