<upd_detl>I'm highly suspicious of this one. I think it's just another form of 用を足す. The confusion probably comes from this gg5 example:

彼は日常の用が足せる程度の英語は知っている. He can get by in everyday English.</upd_detl>

<upd_detl>I think this should be reinstated. Plenty of hits using it to mean understanding a language. I see quite a few pages relating to excretion using this clause too.</upd_detl>
