<upd_detl>I know I am editing my own entry a lot here, but it seems from the context of what I am translating at the moment that this refers to a dedicated fire brigade which belongs to or is hired to protect a particular building, rather than the more general "local fire brigade". Any input is welcome.</upd_detl>
