<upd_detl>this is the same entry that was rejected two or three days ago for being too 
rare--10 hits inc. jmdict.  again, this is just 地域社会+的+企業.  it may or may 
not be an up-and-coming term, but i don't think we're in the language 
prediction business.  IMO, it's just a simple compound with only 8 hits (two of 
which are unique), and it should 'up and come' a little bit more before it gets 
added.</upd_detl>
